Prepared with workstream partners Toronto Finance International and Oman's Capital Market Authority, this WAIFC policy report welcomes the flexibility shown by regulators — including the Financial Stability Board, the Basel Committee on Banking Supervision, and the International Organization of Securities Commissions — in supporting businesses and households through the COVID-19 "sudden stop," and argues that banks, entering the crisis with capital more than doubled since the Global Financial Crisis (Group 1 banks' CET1 capital rose 98.8% from €1,944 billion in mid-2011 to €3,865 billion by end-2019), were able to be "part of the solution" rather than a source of contagion. The report examines the Basel Committee's decision, announced 27 March 2020, to defer implementation of the final Basel III package by one year — from 1 January 2022 to 1 January 2023 — along with the revised market risk framework and Pillar 3 disclosure requirements, and its move to phase in the Basel III "output floor" over five years to avoid a cliff-edge effect. Citing the IMF's July 2021 World Economic Outlook Update and its projection that the world economy would return to 2019 GDP levels only in late 2021, the report cautions against removing pandemic support measures — including payment moratoriums, government-guaranteed loan schemes, and Expected Credit Loss accounting flexibility such as delayed CECL implementation in the US and temporary IFRS9 add-backs to CET1 in the EU — too abruptly, warning this could exacerbate a "zombie economy" or trigger a wave of non-performing exposures, particularly for SME borrowers.
