Produced by Luxembourg for Finance with PwC Luxembourg, this report argues that the European financial sector is entering the next paradigm of disruption, transitioning from open banking to open finance — a shift the authors expect to be substantially realised by the end of this decade. It identifies three forces shaping adoption: regulatory frameworks, demographic change, and technology. In the EU, the Financial and Data Access framework (FiDA) will be the foremost driver, supported by the Payment Services Directive III (PSD3) and Payment Services Regulation (PSR), which together will make open finance mandatory, requiring financial institutions to share customer data with authorised third-party providers via financial data sharing schemes and to obtain consumer consent before doing so.
The report finds that API calls in Europe are projected to grow from 102bn in 2023 to 580bn in 2027, a compound annual growth rate of 54.4%, while the open banking market globally is on a trajectory to reach $123.7bn by 2031, up from $13.9bn in 2020. Demographic change is a second key driver: digital natives born after 1980 are more willing to share personal data, with more than 50% willing to allow their data to be sold to third-party providers in exchange for greater value, and in the UK, 29% of 16-to-24-year-olds already make payments using open banking solutions compared with just 13% of people over 55. The report finds open finance will redefine payments, banking, asset and wealth management, and insurance, with no industry left untouched, and that data monetisation will become a significant new revenue stream for institutions that hold and, with consent, share customer data.
The report closes with recommendations for financial institutions navigating the transition: strike the right strategic balance between acting as a platform participant, creator, or integrator with third-party providers; anticipate intra-industry competition from all-in-one service providers; anchor customer relationships against the risk of being relegated to mere product providers behind large data aggregators; adopt a robust data governance framework that goes beyond regulatory compliance; and begin leveraging cross-border API integration now, given that many open finance solutions today remain confined to national markets. The report concludes that open finance represents a revolution so profound that industry players will be compelled to reshape their business models, unlocking significant opportunities for innovation and enhanced customer experience.
