Commissioned by Rwanda Finance Limited and produced by Vanguard Economics in partnership with Coventry University's Centre for Financial and Corporate Integrity and Q-Sourcing Rwanda, this report evaluates the existing skills base within Rwanda's financial sector and sets targets for local upskilling and talent attraction over the next three to five years, in support of the Kigali International Financial Centre (KIFC). It finds that, notwithstanding robust recent growth, the depth of Rwanda's financial services sector remains below the average for least developed countries, with the sector still dominated by domestic retail banking while international finance remains in its infancy. The survey finds that non-specialist positions — administrative work, officers and cashiers — make up 57% of the financial sector workforce, while specialised and senior positions account for 40%, and executive roles the remaining 3%. Most sector employees are male and under the age of 40, hold undergraduate degrees, and have less than five years of experience. Projections in the report indicate that Rwanda's domestic financial sector is expected to grow from 36,775 employees to approximately 49,500 by 2027, with an additional 1,600 specialised jobs generated in international finance. By 2027, the sector will need to fill around 1,700 senior banking roles, 4,500 mid-level roles and 5,000 non-specialised roles. The report identifies skills gaps in both technical and soft skills that may widen as Rwanda expands its international financial services. It finds that 40% of institutions surveyed feel their staff lack the technical, institutional and behavioural competencies needed to adequately support operations, with environmental, social and governance (ESG) matters, fintech, and currency and commodity markets highlighted as areas of least competence, alongside a general lack of understanding of international finance among surveyed staff.
