Impact capital aligns finance with purpose, and the global impact investing market has more than doubled in five years — from approximately US$715 billion in 2020 to over US$1.57 trillion in 2024 — as investors shift from pure financial metrics toward integrating, measuring and scaling meaningful change, this paper reports. With a vibrant philanthropic ecosystem and a base of financiers, Hong Kong is strategically positioned to accelerate this development in Asia. Since co-hosting the pioneering "Navigating the Future of Impact Investing in Asia" conference with the Global Impact Investing Network (GIIN) in 2023, the FSDC has collaborated with partners including AVPN and the Sustainable Finance Initiative (SFi), building on earlier policy papers on green finance, carbon markets, transition finance, impact investing and philanthropy. The paper's central feature is a series of interview-based cases profiling organisations shaping impact in and through Hong Kong: a legal prototype for blended finance that used philanthropic capital to provide zero-interest liquidity to social enterprises during the COVID-19 pandemic, with repayment terms tailored to their financial health; a platform bridging the funding gap for organisations transitioning from seed to growth stage by connecting private wealth owners with proven revenue-model organisations; and a scalable climate adaptation opportunity involving collaboration between institutional capital and insurance resources. Hong Kong's position as a financial gateway to the Mainland and other Asian countries presents a unique opportunity to support their green transition, the paper argues, by mobilising impact capital and expertise across asset managers, family offices, philanthropic actors and development finance partners through blended finance, outcome-based instruments and cross-sector collaboration. Yet the impact finance ecosystem in the city remains under development, requiring stronger coordination, clearer market signals and a shared understanding of how to achieve impact in practice.
