Marking the launch of a new series of CFC publications co-produced with members of its business community, this report — produced with Mercer — offers a detailed analysis of human resources dynamics across six African sub-regions: Morocco, Ivory Coast, Nigeria, Kenya, Angola and South Africa. The report argues that Africa's exceptional demographic dividend, projected to give the continent a larger and younger workforce than China or India by 2050, coexists with a human capital base still in need of advancement, and stresses that investors and employers need detailed local insight — rather than treating Africa as a single homogenous market of 54 countries — to build effective HR strategies.
The report describes Africa's labor market as characterised by two distinct payment structures — a Francophone approach involving multiple cash allowances, and an Anglophone approach consolidating salary, bonus and benefits — and frames the continent as "VUCA" (Volatile, Uncertain, Complex, Ambiguous), citing recent financial crises such as IMF intervention in Mozambique and currency devaluations, alongside political crises in the DRC, Angola, Kenya and Zimbabwe. It also cites Mercer's 2018 Talent Trends study finding that 39% of South African employees who are otherwise satisfied in their current job still plan to leave due to a perceived lack of career opportunity, underscoring the importance employers must place on embedding a sense of purpose into their employee value proposition.
Structured around compensation trends, benefits trends (including retirement and insurance), and global mobility trends — covering housing, education, expatriate recruitment and compensation, and administration — the report devotes a dedicated section to each of the six focus countries, with a specific focus on the international mobility advantages offered by CFC status in Morocco. Written jointly by Saïd Ibrahimi, CEO of Casablanca Finance City, and Peter Botha, CEO Africa at Mercer, with contributions from Amine Lazrak, Mercer's Managing Director for Northern and Francophone Africa, the report closes with key takeaways to help investors and business leaders adapt their HR strategies and reward structures to the realities of operating across Africa's diverse markets.
