Germany and Europe face the enormous challenge of financing the digitalisation, modernisation, and transformation of infrastructure and energy supply, and rebuilding defence capability. At the same time, the depth and functionality of German — and even European — capital markets are not yet sufficient to mobilise the capital this requires. While political initiatives at EU and federal level provide important momentum, they have not yet achieved the necessary dynamism. Against the backdrop of current reform processes in Germany, the report argues that broader capital-funded wealth formation can help cushion demographic pressure, close pension gaps, and create prosperity — and that policymakers hold the central levers, from European structural reforms such as the Savings and Investment Union (SIU) to strengthening occupational and private pension provision.
