Abstract

The second report in DIFC's "Future of Finance" series, produced with research partner Asia House and released during the 2025 Dubai World Insurance Congress, examines how the USD 8trn global insurance industry is being tested by the very trends that are driving its growth — the rising frequency and severity of extreme weather events and cyberattacks. PwC expects the total global insurance protection gap to widen to USD 1.86trn in 2025, up from USD 1.4trn in 2020, with almost half concentrated in the less-insured Asia-Pacific region. The 2025 Los Angeles wildfires, which destroyed more than 16,000 buildings, and the 2024 Dubai floods, which caused an estimated USD 2bn to USD 4bn in market losses, are cited as stark reminders of insurance's growing role in economic resilience.

While insurers in disaster-prone locations such as Florida and California are withdrawing coverage, the industry is calling on governments to help plug protection gaps in climate and cyber risk through public-private partnerships and parametric insurance products that pay out quickly following pre-set trigger events. Demographic change is also creating opportunities: the World Economic Forum forecasts that the world's "silver" population aged 65 and over will double by 2050 to 1.6 billion, or 16 per cent of the global population, driving demand for retirement, savings and health insurance products. Meanwhile, InsurTechs — once seen as competitors to established insurers — are increasingly shifting towards collaboration, supplying technology rather than competing directly for customers amid dwindling venture capital funding.

Informed by a roundtable held at DIFC in November 2024 and interviews with Andy Woodward of Lloyd's, Peter Englund of Zurich Insurance, and Jeongwan Oh of Korean Re, the report highlights the Gulf's expanding insurance and reinsurance sector, buoyed by mega-projects such as the UAE's Tourism Strategy 2031, which targets USD 27bn in investment. Over 125 insurance and reinsurance entities now call DIFC home, with gross written premiums for 2024 surging 35 per cent to a record USD 3.5bn, up from USD 2.6bn in 2023, as DIFC's favourable regulatory environment attracts more captive insurers, InsurTechs and managing general agents (MGAs) to the region.
