Produced by CFC in partnership with Africa50, the pan-African infrastructure investment platform established by the African Development Bank and African governments, this CFC Africa Insights report examines the state of infrastructure investment across the continent as it emerges from COVID-19. Infrastructure investment peaked at US$100 billion in commitments in 2018 before the pandemic disrupted financing globally, widening Africa's pre-existing infrastructure financing gap, which the African Development Bank estimated at US$50–90 billion per year. The report identifies substantial infrastructure needs across sectors: 565 million Africans still lack access to reliable electricity, requiring an almost fourfold increase in investment to around US$120 billion a year through 2040; 42% of people are without basic water supply and 72% without basic sanitation; and universal broadband access would require an estimated US$100 billion over the coming decade. The report stresses that Development Finance Institutions (DFIs) have played a critical role in cushioning declines in public infrastructure funding, but that significantly increasing private-sector investment flows remains essential to closing the gap. It highlights a range of innovative financing mechanisms — including Public-Private Partnerships (PPPs), blended finance combining concessional and commercial capital, asset recycling to free up public funds, and greater use of Islamic finance and fintech — while cautioning that only about 10% of African infrastructure projects currently reach financial close due to inadequate project preparation.
