Miami's role as an international banking centre dates to the Florida International Banking Act, passed by the Florida Legislature in 1977 and effective 1 January 1978, which allowed banks based outside the United States to establish offices in the state, according to FIBA's published history of international banking in Florida. Today Florida's Office of Financial Regulation can authorise a foreign bank to operate an administrative, representative, agency or branch office in the state. Miami also hosts one of the five branches of the Federal Reserve Bank of Atlanta. FIBA is a non-profit trade association founded on 6 July 1979 as the Florida International Bankers Association; the World Alliance of International Financial Centers, where FIBA is an observer, now lists it as the Financial & International Business Association. Its membership is open to financial institutions, fintechs, law firms, consultants and individuals, and it reports more than 110 member institutions. Through the FIBA Academy, run in partnership with Florida International University, it offers certifications and courses in English and Spanish, including anti-money-laundering (AML) programmes. FIBA also organises conferences, among them its AML Compliance Conference, and engages in advocacy through comment letters and direct engagement with regulators and legislators.
