Tokyo ranked 6th in the 40th edition of the Global Financial Centres Index (GFCI 40), published by Z/Yen and the China Development Institute in September 2026, up four places from 10th in GFCI 39. FinCity.Tokyo — formally the Organization of Global Financial City Tokyo (一般社団法人 東京国際金融機構), a general incorporated association — was established on 1 April 2019 as a public-private financial promotion organization, following the Tokyo Metropolitan Government's "International Financial City Tokyo" concept of November 2017. It is not a regulator. Its stated activities include promoting Tokyo to overseas investors and financial firms, supporting firms entering the Japanese market, building a community of domestic and international market participants, and submitting policy recommendations to government. Its members include financial institutions, asset managers, professional-services firms, start-ups and universities, as well as the Tokyo Metropolitan Government.
