Seoul ranked 7th in the 40th edition of the Global Financial Centres Index (GFCI 40), published by Z/Yen and the China Development Institute in September 2026, up one place from 8th in GFCI 39. Yeouido, on the Han River, was designated as Korea's financial hub in 2009 and is home to the city's International Finance Center (IFC Seoul) complex. The Seoul Financial Hub — the Seoul International Financial Office (SIFO) — was opened by the Seoul Metropolitan Government at the end of October 2020 on the 16th floor of One IFC in Yeouido, and now occupies the 16th and 17th floors. It is a support organization, not a regulator. It offers foreign and domestic financial institutions office space, market-entry consulting, guidance on Korean market information, compliance and licensing, networking with Korean financial institutions, recruitment assistance and expatriate settlement support, and holds regular digital finance seminars and investor forums.
